L. Paige Whitaker has served for over 25 years as a legislative attorney with the Congressional Research Service of the Library of Congress, specializing in election law and government ethics. Throughout the legislative process, she advises members of Congress, committees and congressional staff on a nonpartisan basis. Her work has often involved analyzing novel constitutional and legal issues. Whitaker is a nationally recognized expert in voting and elections, redistricting, campaign finance and whistleblower protection law. She has authored reports for Congress on topics such as the Voting Rights Act, partisan and racial gerrymandering, the constitutionality of regulating campaign contributions and political advertisements, challenges to state election laws and contested elections. Whitaker holds a J.D. from The Catholic University of America Columbus School of Law, a B.A. from the University of Maryland, and is a member of the Pennsylvania Bar.
