2025 LBJ DC Fellow
Victor To is a candidate for the Master of Public Affairs (DC Concentration) at the LBJ School. He received his undergraduate degree in Government and Sociology from The University of Texas at Austin.
Before graduate school, To served in various roles in the public and private sectors. His experience across different levels of government provided him familiarity in working for top elected officials on a variety of topics: He has drafted recommendations for rule changes in his recent role as Deputy Clerk for the Supreme Court of Texas; researched and drafted legislation in Former-State Senator Kirk Watson’s office; and has co-founded a municipal Equity Commission in his hometown.
To is interested in federalism, particularly the federal government’s shared role in domestic and foreign policymaking. He would like to promote intergovernmental cooperation between federal and state governments to address the country’s complex issues. He hopes to find a Policy Apprenticeship in DC, working in either the Executive or Legislative branch.
